Rice Variety’s Success hinges on Collaboration
A study reveals that misalignment between government, breeders, and traders could jeopardize the future of NSIC Rc 160, a high-quality rice gaining traction with consumers.
NSIC rc 160, first approved for release almost two decades ago, has steadily gained acceptance among consumers due to its superior eating quality. Some traders and millers even view it as a viable alternative to imported rice. However,the study,published in the December 2025 issue of the Asian Journal of Agriculture and Progress,highlights how competing interests are undermining its potential.
Conflicting Priorities Across the Value Chain
The government prioritizes food security and increased farmer income through higher yields. Breeders focus on developing new varieties to combat pests, diseases, and the impacts of climate change. Seed growers aim to meet farmer demand, while farmers plant Rc 160 to boost their earnings. Meanwhile, rice millers and traders seek to maximize profits by capitalizing on the variety’s quality to build recognizable brands.
The research flagged several specific conflicts.Millers feel excluded from government planning, breeders prioritize new varieties over supply stability, and policy shifts disrupt branding and marketing initiatives. Practices that compromise grain quality-such as delaying harvests for short-term gains, manipulating releases to influence prices, and a mismatch between varietal preferences and available seeds-also contribute to the problem.
The study emphasizes that a collaborative approach is essential. “Harmonizing these conflicting roles would rather highly benefit the innovation system of rc 160 and similar technologies,” researchers wrote. “If the interests of these actors could be blended in such a way that they will all be contributing together to the growth of the system, than it is going to be a win-win setup.”
Without improved coordination, the study warns, the broader adoption of Rc 160 is at risk, particularly as competition from imported rice intensifies. A supportive innovation system for agricultural technologies requires aligning the roles and goals of all stakeholders.
