The agreement was worked out in secret. On November 6th, Albanian Prime Minister Edi Rama and his Italian counterpart Giorgia Meloni appeared before the surprised press and announced two Italian migration centers on the Albanian coast. Up to 3,000 migrants who actually want to go to Italy and are picked up at sea are to be shipped to Albania by the Italian authorities and taken to the centers.
