After eight months of successive postponements, the government unveiled on Monday the main axes of its new strategy to combat poverty. The Minister of Solidarity has just specified the envelope that will be allocated to it: 20 billion euros over five years to fight against the difficulties affecting 9.2 million French people, announced Aurore Bergé, invited this Tuesday morning on France 2. The previous plan was allocated 8 billion euros over four years.

This money will be useful both to support in a “very direct way the most vulnerable groups, particularly children” but will also allow the emphasis to be placed on “structural actions”, with particular emphasis on return to employment, explained Aurore Bergé.

Six billion euros will thus be dedicated to the construction of the “early childhood public service”, detailed the minister. The objective is in particular to “guarantee that each family can have a childcare solution for their child”, since this can constitute “a hindrance” in the return to employment of certain parents, she illustrated. In this envelope, 50 million euros will be specifically dedicated to “school, textbooks, the 1-euro canteen and free breakfasts,” said Aurore Bergé.

Fight against poor housing for children

The poverty plan, presented by the government as “the Solidarity pact”, should also make it possible to fight against the poor housing of children and the “temporary that lasts” of emergency accommodation, since they can sometimes be one causes of dropping out of school. Out of “80,000 poorly housed children, 40,000 are out of school,” underlined the minister. To “identify” these children in difficulty, Aurore Bergé announced that she wanted to triple the number of social mediators.

The new anti-poverty program, which extends certain measures from the previous plan on the subject, intends to “respond to the urgency of the current social situation” and “correct structural inequalities”, explained Prime Minister Élisabeth Borne during a the presentation of the plan. The government plans specific measures for overseas territories, particularly affected by poverty.

As for associations fighting against precariousness, we highlight measures that go “in the right direction” but are considered “largely insufficient”.
