PPPK Status Transfer to Civil Servant: Long Process, Honorary Period Urged

JAKARTA, July 23, 2025 – The push for government employees holding the Work Agreement (PPPK) status to be converted into permanent civil servants (PNS) is gaining momentum. This demand stems from frustration over perceived disparities in welfare benefits compared to PNS colleagues.

Nur Baitih, chairperson of the Government Employee Association with the Indonesian Work Agreement (AP3KI), stated that the original aspiration for K2 honorary workers was to become civil servants. However, age regulations, specifically for those 35 and older, blocked this path, resulting in their appointment as PPPK.

“The hope of becoming a civil servant was thwarted by age limitations,” Nur Baitih explained on Wednesday.

Now, these PPPK employees are looking to the ongoing revision of Law 20 of 2023 concerning the State Civil Apparatus (ASN) by the Indonesian Parliament. They see this legislative process as a potential opportunity to transition to permanent civil servant status.

Nur noted that the ASN Law revision process is expected to be lengthy. This is compounded by the significant demands from various honorary worker groups seeking PPPK appointments.

Given the timeline for legislative changes, the immediate priority for PPPK holders is to secure recognition for their tenure, specifically aiming for their honorary service period to be the basis for determining their employee class (TMT – starting from the date).
