PHILADELPHIA (AP) — President Joe Biden returned to Pennsylvania on Friday to discuss his favorite political themes, focusing on plans for increased public works spending and the potential of green energy to spur U.S. manufacturing. However, the president’s visit to the critical battleground state comes at a time when the world has been shaken by the conflict between Israel and Hamas, potentially reshuffling the 2024 presidential race.

Acknowledging the ongoing conflict, President Biden began his speech by expressing his horror at the recent attacks and revealing that he had spoken with the families of 14 Americans missing in the attacks via video conference. The president’s speech also faced competition from other domestic matters, including the fight over choosing the next Republican House speaker, the ongoing United Auto Workers strike, and legal challenges faced by his son, Hunter Biden.

Nevertheless, President Biden presented his case at a marine terminal in Philadelphia, where he announced the selection of the city as one of seven regional hubs for hydrogen fuel production. These hubs, funded by $7 billion from the infrastructure package, are a central part of the Biden administration’s clean energy plan. The president emphasized that these initiatives are about building a stronger, more sustainable economy and rebuilding communities.

The challenge for President Biden lies in shifting public attention to his domestic agenda, particularly as world events and crises dominate the headlines. Cathal Nolan, director of the International History Institute at Boston University, commented that the political class and news-consuming public might not prioritize infrastructure speeches in light of current global issues. However, allies of the president argue that he should stick to his political message, focusing on steady leadership and the improved lives of middle-class Americans.

The Philadelphia speech is part of the third installment of Biden’s Investing in America Tour, during which he and Vice President Kamala Harris, along with key Cabinet members, will travel the country to promote economic policies. Despite ongoing international crises, President Biden has made the situation in Gaza a priority, frequently consulting with foreign advisers and Israeli Prime Minister Benjamin Netanyahu. He has stressed that the U.S. supports Israel’s defense while also addressing the humanitarian crisis in Gaza.

President Biden’s focus on his economic agenda may prove challenging, especially given the recent poll that showed only 36% of U.S. adults approving of his handling of the economy. However, Democratic strategist Robert Shrum believes that Biden’s focus on Pennsylvania is a smart strategy, as winning the state often leads to overall reelection success. Pennsylvania, along with other swing states like Georgia and Arizona, is crucial to securing victory in the 2024 presidential race.

Since announcing his reelection bid in April, President Biden has visited Pennsylvania regularly, recognizing its importance in his political strategy. His visits have included addressing unions, promoting green energy, attending a funeral in his hometown of Scranton, and participating in a Labor Day event. According to Philadelphia-based Democratic strategist Mustafa Rashed, everything is currently about positioning for the 2024 election.

As President Biden continues to navigate both domestic and international challenges, his ability to maintain focus on his policy accomplishments and economic agenda may be crucial in securing a second term.
