The broadcasting fee is set to rise by 58 cents per month to 18.94 euros from 2025. The state parliament presidents in four eastern German federal states are now pointing out that contribution stability is a crucial element for the acceptance of public broadcasting.

Several state parliament presidents from East Germany have joined the debate about reforms in public broadcasting and emphasized stability in broadcasting fees.

In one Position paper published on Monday The state parliament presidents of various parties from Saxony, Brandenburg, Thuringia and Saxony-Anhalt said, among other things: “The presidents point out that, in addition to a high-quality program offering, contribution stability is a crucial element for the acceptance of public broadcasting on the part of the citizens.”

Particularly in the East, politicians are discussing the need for reform in public broadcasting with ARD, ZDF and Deutschlandradio. In some other federal states, however, the focus is not so much on this topic. In the east, there are state elections in Thuringia, Saxony and Brandenburg this fall. At the moment the debate is increasingly centered around the amount of the broadcasting fee.

By the end of the year it will still be 18.36 euros per month. From the perspective of independent financial experts (KEF: Commission for determining the financial needs of broadcasters), the contribution that households and companies pay should rise to 18.94 euros from 2025 to 2028. The federal states, which are responsible for media policy, determine the amount of the contribution, but at the same time must closely follow the specifications of the financial experts.

There are other countries that, if in doubt, would probably support a possible increase. And voices emerged in the debate that warned against using the issue of broadcasting fees as an election campaign issue or using it to engage in populism. The amount of the broadcasting fee can only be changed unanimously by the federal states. The case could end up before the Federal Constitutional Court.

What complicates the debate is that the word contribution stability can be interpreted differently – so it is not always clear whether it means not even a cent of movement. For example, the KEF chairman Martin Detzel recently explained that the broadcasting fee will have risen from 17.98 euros to 18.94 euros from 2009 to 2028 – if it happens as calculated by the experts – and that, so to speak Kind of relative contribution stability.
