Quagga Mussel Crisis on the Rhine: Shipping Halted, Millions at Stake

The proliferation of quagga mussels in Lake Constance and the Rhine River has reached a critical point, disrupting shipping traffic and prompting a cost-benefit analysis that has left local government councils grappling with a multi-million franc dilemma. A massive accumulation of mussel shells is hindering navigation between Diessenhofen, Thurgau, and Stein am Rhein, Schaffhausen, with removal efforts estimated at 1.5 million Swiss francs.
Shipping Disrupted, Economic Impact Felt
In July, the Shipping company Untersee and Rhine (URh) was forced to suspend operations between Diessenhofen and Stein am Rhein due to a substantial deposit of shells from deceased quagga mussels obstructing the waterway. Combined with already low water levels, the build-up posed a significant grounding risk to vessels. While immediate removal was initially considered, authorities determined that closing the river during the peak summer months – a period of high use by recreational boaters and swimmers – was impractical. Fortunately, increased rainfall subsequently raised water levels, temporarily alleviating the situation.
Initial plans called for removing the shell deposit in spring 2026, taking advantage of the closed season for spawning fish. However, securing the necessary permits proved complex, requiring approval from both cantonal authorities and the federal government due to the area’s designation as an international water and migratory bird reserve.
The Scale of the Problem: 10,000 Cubic Meters of Shells
Investigations revealed the sheer magnitude of the undertaking: approximately 10,000 cubic meters of mussel shells accumulated over a 1,000-meter stretch of the riverbed. This volume is equivalent to a cube with sides measuring nearly 22 meters. Removal options included dredging with an excavator from a platform or pumping out the shells. However, constructing and anchoring a platform would necessitate closing the river to swimmers and boats, mirroring the concerns that halted earlier removal attempts.
The total cost, encompassing clarification procedures and landfill disposal, was calculated at 1.5 million francs. “That’s a lot of money,” stated a senior official from the Thurgau Office for the Environment. This figure ultimately led the government councils of both Schaffhausen and Thurgau to initially reject the removal proposal.
The disruption caused by the deposits resulted in 27 days of suspended shipping traffic for URh this year, costing the company nearly one million francs.
A New Working Group Seeks Solutions
Recognizing the urgency, a new working group has been established to explore alternative solutions and decision-making frameworks. The group comprises representatives from tourism, URh, and relevant cantonal departments. According to officials, a decision before the next shipping season in April is “not realistic,” citing further potential closures during that period.
Sustainability Concerns and Ecological Impact
Beyond the immediate financial burden, authorities are questioning the long-term sustainability of shell removal. One official noted that such an operation might need to be repeated every two to three years, depending on water levels. Furthermore, the intervention is viewed as a significant disruption to a sensitive environment, potentially causing ecological damage.
“At the expense of ecology,” the official added.
A Unique Swiss Challenge
This massive shell deposit is described as “unique in Switzerland,” attributed to the region’s specific hydrological conditions. The Rhine widens after Stein am Rhein, creating a shallow funnel towards Lake Constance. This area becomes a collection point for the shells of dead mussels carried downstream. The resulting turquoise surfaces are clearly visible in aerial photographs.
Authorities suspect that the mussels die when exposed during periods of low water, either from desiccation or overheating. Because Lake Constance lacks a regulating weir, the current carries the lightweight shells downstream, creating an audible “trickling sound” underwater.
