Rocket Lab has formally challenged NASA‘s decision to award a major interplanetary communications contract to Blue Origin, filing a protest with the Government Accountability Office on September 11, 2026, according to Space. The dispute centers on NASA‘s selection of Jeff Bezos’ aerospace company for the Mars Telecommunications Network, a project with a maximum potential value of approximately $700 million.
Rocket Lab Challenges NASA’s $700 Million Mars Contract Award
The contract requires Blue Origin to design, develop, integrate, launch, and operate a high-performance telecommunications orbiter for NASA. Under the terms of the firm-fixed-price agreement, the spacecraft must be delivered no later than December 31, 2028, and is expected to be operational at the Red Planet by 2030, as reported by Space Daily.
Grounds for the Government Accountability Office Protest
In statements shared on social media and reported by Aviationweek, Rocket Lab argued that the agency’s source selection was flawed. NASA’s award decision appears to be inconsistent with the eligibility criteria mandated by Congress,
the California-based company stated. Additionally, Rocket Lab alleged that NASA conducted a punitive and inconsistent review of its technical volume, incorporating incorrect assertions and conclusions.
Procurement standards exist to ensure fair competition and protect public investment,
Rocket Lab added, noting it pursued the review to uphold standards for infrastructure supporting decades of future American exploration at Mars. Congressional funding for the initiative was secured in July 2025 following a request for proposals issued in May 2026, with Blue Origin and Rocket Lab emerging as the front-runners before NASA selected Blue Origin.
The Critical Need for New Mars Infrastructure
The Mars Telecommunications Network is designed to act as a crucial space-based communications bridge, transmitting scientific data, imagery, navigation information, and critical mission communications between Earth and spacecraft operating on or around Mars. This capability is increasingly urgent because current relay assets are aging significantly; the Mars Odyssey launched in 2001 and the Mars Reconnaissance Orbiter launched in 2005.

As robotic missions pave the way for future human exploration under the Artemis program, data demands are projected to rise substantially. The single spacecraft comprising the initial MTN architecture will allow landers and rovers to utilize smaller radios while transmitting higher volumes of data than standard direct-to-Earth links permit.
Historical Precedents in Commercial Space Protests
The current dispute echoes a commercial space precedent from 2021, when Blue Origin filed a GAO protest after NASA selected SpaceX to build the first crewed lunar lander for the Artemis program. After the GAO denied that protest in July 2021 and a subsequent federal lawsuit failed in November 2021, NASA ultimately selected a second lunar lander provider, awarding Blue Origin a separate contract in 2023.

As Space Daily notes, a bid protest requests a legal and procedural review rather than serving as an immediate finding of improper agency action. Blue Origin remains the selected contractor while the review is pending, leaving the ultimate outcome of the $700 million award subject to the GAO’s evaluation.
