The Roscosmos State Corporation is developing an organizational and economic model for the rocket and space industry, which will improve efficiency and avoid unprofitability. This was announced by Roscosmos General Director Yuri Borisov. The current model of work, noted Yuri Borisov, creates internal contradictions between the customer, who is interested in “getting more and better for less money,” and the contractor, striving to make a profit. In this regard, it was decided to separate the industry control unit into a structure within Roscosmos.

“The new organizational model is designed to separate and synchronize within the state corporation the functions of the customer, who forms state policy in the field of space, and the contractor, who will manage the industrial block and assets of enterprises,” Mr. Borisov said at a meeting with popularizers and journalists at the end of the year (quote from “RIA Novosti”). The new model is still being finalized and must be approved by the board and supervisory board of the state corporation.

Yuri Borisov noted that the transformation of the work model is necessary “to solve new ambitious tasks,” the implementation of which requires “deep structural changes in the industry.” Among the tasks of Roscosmos is the creation of a Russian orbital station. This will require about 609 billion rubles. The station is planned to be completed by 2032, and the first module will be launched in 2027.

In addition, Roscosmos plans to increase the volume of Russian satellites to 2 thousand by 2036. Yuri Borisov noted that the capacities of all industry enterprises allow the production of up to 40 satellites per year, but in reality only 15–17 are produced.
