Russia’s Ministry of Justice added acclaimed film director Andrey Zvyagintsev to the country’s list of foreign agents, as reported by state news agency TASS. According to announcements published on the website of the Ministry of Justice, the designation was issued because the director allegedly participated in the creation and dissemination of materials related to foreign agents and organizations whose activities are considered undesirable in Russia. The ministry also accused him of distributing inaccurate information regarding the decisions and policies of Russian public authorities, cooperating with foreign agents, and residing outside the Russian Federation.
Russia Designates Film Director Andrey Zvyagintsev as a Foreign Agent
The 62-year-old filmmaker has lived in exile in France since the COVID-19 pandemic and following the start of Russia’s full-scale invasion of Ukraine in February 2022. Being placed on the foreign agent register carries heavy social stigma, bureaucratic requirements, restrictions on income within Russia, a ban on holding public office, and an obligation to register activities with authorities. Individuals labeled as such must also display prominent warnings on all published materials, including social media posts, stating that the content was produced by a foreign agent. Alongside Zvyagintsev, the updated register included journalist Mikhail Shevelev, politician Pavel Ivanov, activist Yerzhan Turgumbay, and the Anarchist-35 project.
Cannes Success and Anti-War Appeals
The designation follows Zvyagintsev’s recent success at the 79th Cannes Film Festival, where his film Minotaur
won the festival’s Grand Prix award. The movie is the director’s first feature in nearly a decade and tells the story of a Russian businessman forced to decide which of his employees should be mobilized to fight in Ukraine. Financed and produced primarily by French companies, Minotaur
is a co-production between France, Latvia, and Germany, with filming having taken place in Riga.
During his acceptance speech at Cannes, Zvyagintsev delivered an open appeal to Russian President Vladimir Putin concerning the conflict. Millions of people on both sides of the contact line are currently dreaming of only one thing: to finally stop the countless killings of people,
Zvyagintsev said. And the only person who can stop this meat grinder is you, Mr. President of the Russian Federation. Stop this slaughter now. The whole world is waiting for this.
At a subsequent press conference, the director added that he was ashamed of Russia’s actions in Ukraine. Following his remarks, many Ukrainian commentators voiced online disappointment that his speech did not explicitly acknowledge the disproportionate suffering experienced by Ukrainians compared to Russians.
Oscar Nomination and Career Background
Days prior to his designation as a foreign agent, France submitted Minotaur
as its official entry for Best International Feature Film at the Academy Awards. Because the production was financed predominantly by French entities, France put forward the film for Oscar consideration. While Zvyagintsev noted that he does not expect the movie to receive a formal release inside Russia, he expressed belief that domestic audiences will access the film through pirated copies and virtual private networks.
