Russia Ready to Resume Trilateral Talks After November 4

Diplomatic efforts surrounding the war in Ukraine face a fragile new test as Moscow signals a readiness to resume trilateral talks after November 4, while Kyiv and Washington weigh upcoming diplomatic milestones against persistent drone attacks and stark disagreements over territory and military limits.

Diplomatic efforts face a fragile test. Russian President Vladimir Putin’s assistant for foreign policy issues, Yuri Ushakov, announced that Moscow is prepared to resume trilateral talks after November 4, marking the Russian National Unity Day holiday.

The timing coincides with the American elections. Ukrainian President Volodymyr Zelensky questioned whether the proposed talks represent a genuine opening or a tactical delay to avoid friction with Washington before the vote. Sergei Ryabkov commented that Moscow holds no illusions that the US election outcome would radically improve bilateral relations, pointing to a strong anti-Russian consensus across American political parties.

At the G20 meetings, European Union High Representative for Foreign Affairs Kaja Kallas accused Sergei Lavrov of presenting falsehoods and undermining peace negotiations, noting that Lavrov showed no willingness to negotiate.

Abu Dhabi Prepares Trilateral Talks

Preparations are underway for a possible trilateral meeting in Abu Dhabi involving Ukraine, the United States, and Russia during the month of November.

Ukrainian leadership has outlined specific technical priorities for the agenda, distinguishing between matters suited for working groups and those requiring leadership intervention. Earlier, Zelensky had noted that a trilateral meeting was anticipated for November to revive stalled peace talks. Zelensky further warned that Moscow’s ambition aims to rewrite European security architecture through a separate agreement with NATO and the United States.

Zelensky emphasized that territorial disputes and overarching security limits remain non-negotiable at the technical level.

Technical groups are expected to focus on specific de-escalation steps, including an energy infrastructure truce, Black Sea maritime security, and prisoner exchanges.

US President Donald Trump expressed strong optimism regarding a rapid diplomatic breakthrough, telling reporters that an encounter between Putin and Zelensky would be organized “molto presto”.

Trump returned to the White House in January 2025 with promises to end the war within twenty-four hours. Trump also indicated a desire to host a future leader summit in Florida at a G20 event.

Europe Strains Over Separate Channels

The diplomatic architecture faces internal strains regarding Europe’s role at the negotiating table. The Kremlin has insisted that future discussions must involve European nations, with Ushakov arguing that Bisogna parlare con l’Europa. Dmitry Peskov, Putin’s press secretary, indicated that Moscow would welcome a European Union peace negotiator provided there is a genuine commitment to a settlement.

Finnish President Alexander Stubb held telephone conversations with Putin to discuss regional security matters before updating Ukrainian leadership.

Jonas Gahr Store also held telephone conversations with Putin. That move drew criticism from European capitals regarding uncoordinated actions outside established collective frameworks. Following their phone calls with Putin, Stubb and Store also spoke with Zelensky to convey their assessments.

Strikes Continue As Aid Encounters Risks

Ukrainian officials reported a massive overnight assault involving 153 drones across Ukrainian airspace, with air defenses neutralizing 119 of them. Additional reports documented strikes in Kharkiv where a drone attack in the Novobavarskyi district resulted in one death and four injuries, according to Igor Terekhov.

In Oleshky, a fragile local truce accompanied the delivery of humanitarian aid packages. Both sides continue to report casualties and structural damage from strikes across border regions and contested zones as the conflict enters its fifth year.
