In the near future, the document will be submitted for signature to the Prime Minister. “After approval, we will begin to implement it, working out in detail with the departments measures for each measure of support for the IT industry,” Chernyshenko said.

According to IDC, in 2020 the volume of the Russian IT market reached $ 24.18 billion.That is, in 2024, if the plans of the Ministry of Digital Technologies are implemented, its volume will approach the $ 50 billion mark.

The IT industry in Russia has sufficient capabilities and potential to become a locomotive in the process of modernizing the country, Chernyshenko said at the end of the meeting: “Together we have prepared a package of priority measures for the development of the IT industry and have actually formed a work plan for the next two years. The second package includes more than 60 measures to support the industry. More than 200 experts representing 150 IT companies worked on them. “

It is planned that thanks to the second package of measures to support the industry, it will be possible to support more than 1000 startups in three years, the share of purchases of domestic IT solutions in state-owned companies will reach 70%, and the number of specialists employed in the field will double. By 2030, the volume of exports of IT technologies will grow to $ 12.98 billion, the program says.

All these goals should be not only commensurate with the current state of affairs, but also agreed with all interested departments, experts remind. “The increase in revenue from the implementation of domestic IT solutions by 1.9 times until 2024 is quite a realistic goal,” says Andrey Sholokhov, Deputy General Director of Softline for National Projects. “In many aspects, Russian software today occupies a small market share, and with a low base you can always have sufficient growth, especially in conditions when the state is doing a lot to ensure that authorities, public and private enterprises buy domestic software and equipment.”

As part of the tax maneuver, incentives for developers are already in effect, included in the first package of measures to support the IT industry, adopted in June 2020: insurance premiums for software development companies have been reduced from 14 to 7.6%, and income tax – from 20 until 3%.

A significant reduction in the income tax rate for companies in the IT sector from 20 to 3%, of course, provides opportunities for the growth of revenue for IT companies, says Anatoly Kuryumov, CEO of the Raketa digital platform: “The rate of its growth will, of course, still depend and from a number of other factors – the demand for products, services of IT companies, competition. Some companies will have the opportunity to double their revenue. “

To achieve high performance, it is not enough to stimulate the industry itself to recruit more people and produce more products, it is necessary to change the system of training specialists capable of working in the IT sphere, says Dmitry Parshin, director of the Artezio development center (Lanit group of companies): “In the meantime, on the market in Russia there is a certain shortage of personnel and an outflow of specialists abroad. To expand their businesses, software companies are forced to invest in their own training programs, but even with these initiatives, the talent shortage is not getting better. “
