Senators Demand Apple and Google Remove X and Grok Over Deepfake Abuse

Three Democratic senators have called for the removal of X and Grok from the Apple App Store and Google play Store following reports of the AI-powered chatbot, Grok, being used to create and disseminate sexualized, nonconsensual images of individuals. The senators argue the apps violate existing terms of service prohibiting such content.
On Thursday evening, sens. Ron Wyden of Oregon, Ed Markey of Massachusetts, and Ben Ray Luján of New Mexico sent an open letter to Apple CEO Tim Cook and Google CEO Sundar Pichai, demanding action against the platforms owned by Elon Musk. The impetus for the letter stems from widespread abuse of xAI’s Grok, which has reportedly generated “thousands of sexualized images an hour,” primarily depicting women, and in some instances, children.
Initial responses from X included restricting image generation within the social media site to paying premium subscribers and seemingly limiting the types of images the Grok reply bot can create on X. However,the senators contend these changes are insufficient.”All X’s changes do is make some of its users pay for the privilege of producing horrific images on the X app, while Musk profits from the abuse of children,” stated Senator Wyden to NBC News on Friday.
The core issue lies in Grok’s continued ability to generate sexualized deepfakes both within the X ecosystem – including the Grok tab and standalone app and website. Users have been prompting the chatbot to create nonconsensual imagery of real people, altering their appearance to include revealing clothing. According to the senators’ letter, this has included depictions of sexual assault, humiliation, and even violence.
The senators highlighted that both apple’s App Store and Google’s Play Store have terms of service explicitly forbidding apps that facilitate the creation and distribution of sexualized images without consent. They implored the tech giants to “enforce” these policies by removing the apps until X addresses the violations.
Apple’s terms of service specifically prohibit “overtly sexual or pornographic material” and content that is “offensive, insensitive, upsetting…or just plain creepy.” Google’s Play Store similarly bans apps promoting “sexually predatory behaviour” or distributing “non-consensual sexual content.” Both companies have previously removed apps designed to create explicit images of individuals without their permission.
Despite the outcry, Musk and X have maintained a stance against heavy moderation, framing it as “censorship.” While reiterating on Sunday that illegal content would result in expulsion from the platform, the majority of the problematic content generated by Grok does not fall into that category.
As of Friday morning, grok was ranked No. 4 in Apple’s App Store and No. 10 in Google’s Play Store,demonstrating its current popularity despite the ongoing controversy. Neither Apple nor Google responded to requests for comment regarding the senators’ letter or their assessment of X’s role in the dissemination of nonconsensual imagery.
