This dramatic reduction stems from the implementation of new, more stringent ministerial regulations designed to control the commercial use of cannabis. New Rules Target Commercial Operations

Operational Standards for Cannabis Businesses
The updated regulations outline specific requirements for businesses seeking to operate legally. These include:
- Personnel: Doctors are responsible for prescribing cannabis, and authorized personnel must dispense it to users. All establishments must have at least one staff member on duty who has completed training from the Department of Thai Traditional and Choice Medicine.
- Premises: Businesses must own or have legal rights to occupy their premises and implement effective odour and smoke elimination systems.
- Storage: Appropriately sized warehouse space is required, with cannabis stored separately to prevent contamination. Temperature and humidity must be controlled, and products must be kept off the floor and away from direct sunlight.
Existing valid licenses will remain in effect until their expiration dates. However, any new applications or renewals will be subject to the updated criteria instantly upon the regulation’s full implementation.
Despite the significant reduction in commercial outlets, the Public Health Ministry has assured the public that access to medical cannabis will not be disrupted. Officials emphasize that Thailand has sufficient medical personnel and facilities, including hospitals nationwide, to meet the demand for medical cannabis, ensuring patients continue to receive the treatment they need.
