Thailand Responds to Middle East Tensions: Energy & Cost of Living Measures

Bangkok – Thailand is closely monitoring escalating tensions in the Middle East and implementing measures to mitigate potential impacts on energy prices and the cost of living for its citizens, officials announced today. The situation, marked by Iran’s recent seizure of vessels and increasing involvement of groups like the Houthis in Yemen, poses a direct threat to vital shipping lanes and regional stability.

The coordinated response, overseen by the Center for Situation Administration (ศบก.), aims to safeguard Thailand’s economic interests and ensure the well-being of its citizens, particularly those working or traveling in the region. The government is balancing the need for proactive measures with a commitment to maintaining economic stability in the face of global uncertainty. The focus on heightened Houthi activity in the Red Sea and the Bab el-Mandeb Strait is a key concern, as these waterways are crucial for global trade.

As of today, the Ministry of Foreign Affairs has assisted in the evacuation and ensured the safety of 1,532 Thai nationals from areas of risk. Efforts are ongoing to facilitate the safe passage of Thai-flagged commercial vessels still affected by the disruptions, with increased coordination with international partners. The government has established an integrated task force to address the complex logistical challenges involved in these operations.

Rising Oil Prices and Thailand’s Energy Security

The immediate economic concern centers on the volatility of global oil prices. According to officials, the price of Dubai crude oil has surged past $120 per barrel, a more than 72% increase since the onset of the recent conflicts. Diesel prices have also seen significant increases, reaching as high as $240 per barrel. These fluctuations directly impact Thailand, which relies heavily on imported energy.

Despite these global pressures, the Thai government has managed to maintain the retail price of diesel at 38.90 baht per liter, largely through the apply of the Oil Fund. This intervention has kept price increases lower than those experienced in many neighboring countries. Yet, officials acknowledge that this is a temporary measure and requires careful management.

The Ministry of Energy is intensifying oversight of the oil market, requiring traders to report daily on volumes, and prices. To prevent hoarding, purchases exceeding 3,000 liters will now require reporting. PTT Oil and Retail Business (OR) and PTG Energy have already begun offering B20 at select stations.

Protecting Consumers and Supporting Farmers

Alongside energy security, the government is focused on protecting consumers from rising costs. The Ministry of Commerce has inspected over 3,477 businesses nationwide, resulting in legal action against 15 found to be in violation of pricing regulations, primarily for failing to display prices clearly. A dedicated hotline remains open to receive consumer complaints.

To alleviate the financial burden on citizens, the “Thai Helps Thai” program is scheduled to launch on April 1, 2024. This initiative will offer discounts of up to 50% on over 1,000 essential goods, alongside the expansion of Blue Flag stores (offering subsidized prices) to over 500 locations and mobile sales units reaching remote areas. This program aims to provide direct relief to households struggling with increased living expenses.

Recognizing the impact on the agricultural sector, the government is also implementing the “Green Fertilizer Plus” project, providing farmers with benefits totaling up to 1,400 baht per person. Efforts are underway to diversify fertilizer import sources and strengthen trade cooperation to maintain the stability of Thailand’s exports amidst the global crisis. This is particularly essential given the potential for disruptions to global supply chains.
