The tone for the 10th edition of the International Festival of Freedom of Expression and the Press (FILEP) was set this Wednesday, October 18, 2023 in Ouagadougou.

Held under the chairmanship of Dr. Ousmane Bougouma, President of the Transitional Legislative Assembly (ALT), the opening ceremony brought together, among other personalities, the President of the Constitutional Council of Burkina, Me Barthélémy Kéré.

According to Inoussa Ouédraogo, President of the organizing committee (PCO), this edition records the participation of more than 200 festival-goers from 33 countries.

This festival, he also said, is an opportunity to “share and capitalize on experiences, make resolutions and support them, denounce violations of journalists’ rights and challenge decision-makers and populations on the need to defend freedom of expression and the press enshrined by our fundamental texts, whether at the national or international level”.

Current events require, and the occasion being the thief, the PCO once again challenged the president of the ALT as well as all parliamentarians on the need to keep the method of designation of the president of the Superior Council of Communication as it is ( CSC).

“We challenge you from the top of this platform; we call on all parliamentarians so that this law, as it stands (editor’s note, allowing the President of Faso to directly appoint the president of the CSC), does not pass”he said.

Namibia, guest country of honor for this edition, is ranked first African country in terms of press freedom by Reporter Without Borders. Three pioneers, including Me Halidou Ouédraogo, were made Ambassadors of freedom of expression and the press. “It is with emotion that I witness this edition… We leave with our heads held high because… the next generation is assured”declared Me Halidou Ouédraogo.

Dr Ousmane Bougouma, president of the Transitional Legislative Assembly (ALT), opening the edition, indicated that the institution he represents is not unaware of the difficulties of media people as well as the houses from which they come.

Considering the dual role that the media can play within society, “vector of social cohesion and source of conflicts”the president of the ALT urged the media “to be pillars of peace, social cohesion, democracy and good governance”. On the sidelines of this opening ceremony, there will be an inaugural conference which will be followed by panels.
