“The exceptional rainfall and floods that occurred on 17 and 18 October 2024 in several regions of France (in particular in the Centre-East, the South-East and the Île-de-France) caused significant damage and led to numerous evacuations to protect inhabitants of the affected areas”, recalls the CCR in the preamble. The CCR estimates the cost of this meteorological phenomenon between 350 and 420 million euros, “or approximately 35,000 claims”, specifies the public reinsurer, which announces the coverage of “at least 50% of this amount”.

Showers in a few hours

On Thursday 17 and Friday 18 October, the Île-de-France, the south-east of the country and part of the south-west were hit by exceptional rainfall during an episode in the Cévennes. Six departments were placed on red alert by Météo-France on Thursday and more than thirty at the lower alert level (orange).

In the Cévennes, between 650 and 700 millimeters of rain fell in just 48 hours. In the Lyon region, total rainfall reached between 60 and 80 millimetres. In the Basque Country, rainfall exceeded 100 millimetres.

In November 2023, Emmanuel Macron promised a support fund of 50 million euros to the municipalities of Pas-de-Calais victims of floods and inundations, already due to heavy rains.
