ANALYSIS – European unity is experiencing, for the establishment of a new “resilience” fund, its first jolts.
When receiving his twenty-six counterparts from the European Union at the Palace of Versailles, a fortnight ago, Emmanuel Macron submitted to them the idea of a new fund “resilience” to jointly fund the response to the war in Ukraine.
