“The culture of non-cash payments is developing in our country, and the state implements the necessary legislative, infrastructural and educational actions in order to carry out non-cash operations smoothly, simply and quickly.” NA “Civil Contract” faction MPs Gevorg Papoyan and Tsovinar Vardanyan propose to expand the scope of non-cash payments in the field of gaming business with the amendments to the law “On Gaming, Internet Gaming and Casinos” in order to increase financial transparency and ensure effective control of the activities of this sector.

When the law comes into force, it will be forbidden to deposit and withdraw funds to the accounts of totalizers, organizers of winning games and other similar entities in cash, and after 6 months it is planned to do this exclusively through bank accounts. A similar requirement is also set regarding the distribution of winnings.

Gevorg Papoyan, the main speaker, chairman of the Standing Committee on Financial Credit and Budgetary Affairs, informed that after the first reading, the Government presented editorial and technical proposals, which were accepted.

At the proposal of the executive, the law shall enter into force on the tenth day following the date of official publication, except for Article 3, which shall enter into force six months after the official publication.

Gevorg Papoyan also noted that the proposed changes derive from the pre-election and government programs of the “Civil Agreement” party.

“The priority for us is the interest of our public, whose protection the legislative package is aimed at,” said the chairman of the commission and added that playing in Armenia should become difficult, not attractive.

He informed that they are also carrying out studies of international experience in the field in order to find other possible solutions. “The fight against gambling will be continuous,” emphasized Gevorg Papoyan.

RA Deputy Minister of Finance Armen Hayrapetyan noted that the Government presented a positive position regarding the package of projects. The executive did not propose a substantive change.

As a result of the discussion, the legislative package received a positive conclusion.

The committee members also discussed and gave a positive conclusion to the draft decision on convening a joint session of the standing committees of the Finance, Budget and Territorial Management, Local Self-Government, Agriculture and Environmental Protection issues.

The subject of the discussion is the current conclusion of the audit chamber of the RA Audit Chamber, the Ministry of Territorial Administration and Infrastructures of the RA regarding the audit of credit and grant programs for increasing the seismic safety level of schools.

The package of projects and the draft decision of the committee were discussed at the extraordinary session of the NA Standing Committee on Financial Credit and Budgetary Issues on May 6.
