The deputies of the Transitional Legislative Assembly (ALT), meeting in plenary session this Saturday, June 24, 2023, unanimously voted for the bill establishing a special contribution on the consumption of certain products and services. The Burkinabè government, represented by Fatoumata Bako/Traoré, Minister Delegate in charge of the Budget, also presented the 2024-2026 Multiannual Budgetary and Economic Programming Document (DPBEP).

The bill establishing a special contribution on the consumption of certain products and services, submitted to the examination of the 67 voters of the day of the Transitional Legislative Assembly (ALT), was passed unanimously.

According to the representative of the government, Fatoumata Bako/Traoré, minister delegate in charge of the budget, this is a law aimed at supplying the Patriotic Support Fund. “It is a law that we have drawn up to be able to take charge of everything that will be done as a contribution to be able to feed the Patriotic Support Fund,” she explained.

The adoption of this law, she said, will allow “to abound sufficiently and consistently” the Patriotic Support Fund, the purpose of which is to “take charge of security issues, in particular everything that will concern expenses in terms of taking charge of the Volunteers for the Defense of the Homeland (VDP)”she recalled.

DPBEP 2024-2026

In front of the national representation, the minister delegate in charge of the budget was also called upon to present the Multiannual budgetary and economic programming document (DPBEP) 2024-2026.

What to remember from this document, « it is that we must continue our efforts, because our environment is still confronted, at the international level, with the consequences of the Russian-Ukrainian crisis, with the surge in the cost of the dollar and of oil; at the regional and national level, there is the question of terrorism; there are environmental issues, including rainfall in relation to agricultural production”said Fatoumata Bako/Traoré.

Wanting to be more explicit, she advances: “All these issues taken care of, with several assumptions that we have developed, the 2024 budget would be, in terms of revenue, around 2,900 billion CFA francs and in terms of expenditure, around 3,600 billion CFA francs”.

We still have to make efforts, we have to go find more niches to be able to recover more resources, she reiterates the need to “tighten the belt”. In terms of reforms, she then suggested, we must go towards everything that is digitization, dematerialization, especially for land issues. In terms of expenditure, she continued, we must always move towards dematerialization, in particular towards the management of public contracts to also make it possible to clean up budgetary management.
