Permission for the export of goods to these countries will be given by the Ministry of Agriculture, the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Digital Development and the Ministry of Natural Resources. The government also temporarily restricted the export of certain types of timber from Russia to unfriendly countries. This measure will also be in effect until the end of 2022.

On March 7, the Russian government approved a list of “unfriendly countries” in response to Western sanctions imposed in connection with the military operation in Ukraine. It includes EU member states, as well as Australia, Albania, Andorra, United Kingdom (including Jersey, Anguilla, British Virgin Islands and Gibraltar), Iceland, Canada, Liechtenstein, Micronesia, Monaco, New Zealand, Norway, Republic of Korea, San -Marino, North Macedonia, Singapore, USA, Taiwan, Ukraine, Montenegro, Switzerland and Japan.

The next day, President Vladimir Putin instructed by the end of the year to establish a ban on the export from Russia and the import of certain products and raw materials, the list of which will be determined by the government. According to the presidential decree, the restrictions will not affect goods and raw materials that Russians, foreign citizens or stateless persons will import or export from the country for personal use. Earlier, the Ministry of Industry and Trade also recommended that Russian producers suspend the shipment of fertilizers for export.
