The government plans to amend the legislation, according to which the jury will be empowered to consider economic cases in the IT sector. This is reported by the newspaper “Kommersant” with reference to the text of the action plan of the state program “Creation of additional conditions for the development of the information technology industry.”
The representative of the Ministry of Finance claims that this measure was proposed by the company. It should increase the satisfaction of market participants with the conditions for doing business in Russia, as well as reduce the outflow of developers from the jurisdiction.
Director of the Association of Computer and Information Technology Enterprises (APKIT) Nikolai Komlev confirmed to the publication that it was she who put forward the idea. Market participants who put forward the idea hope for the loyalty of the jury to the business and for a more thorough investigation of cases for such courts. “In our experience, the courts do not want to understand the specifics of IT and often make inadequate decisions,” Andrey Yakovlev, head of the Brain Systems Group, told the publication.
In Russia, the jury is currently considering only criminal cases under certain articles. These include articles on kidnapping, banditry, genocide, rehabilitation of Nazism, production, sale and smuggling of drugs and others.
