“In a personal meeting with the residents of Varakļani and Murmastiene, I got confirmation that the residents want Varakļani county to be merged with Madona county. This is also confirmed by the results of the public consultation. That is why we prepared such a bill for consideration by the government and then for submission to the Saeima. It is important not only administrative borders, but also mutual cooperation with residents, non-governmental organizations, neighboring municipalities,” stated Minister of Environmental Protection and Regional Development Inga Bērziņa (JV).

According to the Law on Administrative Territories and Settlements, the municipality of Varakļani County had to organize a public discussion on the merger of Varakļani County with surrounding counties for the purpose of achieving the goals of the administrative territorial reform by October 1, 2021, for advisory purposes.

The results of the organized survey showed that in the event that in the course of the administrative territorial reform it is decided to unify the Varakļani district, the absolute majority of the population would like it to be the Madona district.

Varakļani county is the only municipality whose merger with one of the neighboring counties remained an unresolved issue.

Although the responsible Ministry of Environmental Protection and Regional Development, evaluating the goals of the administrative territorial reform, planned to merge Varakļani district with Madona district and the residents of the district also expressed such a desire in several surveys, the Saeima decided to merge it with Rēzekne district. The Constitutional Court recognized that the decision of the Saeima does not correspond to the basic law of the country, therefore the Cabinet of Ministers, evaluating the goals of the administrative territorial reform, prepared a proposal for the Saeima regarding the administrative territory of Varakļani County.

It is expected that the law will enter into force on June 30 of this year in order to regulate the continuation of the work of the municipality of Varakļani district and the municipality of Madona district until the municipal elections of 2025, as well as to determine the procedure for conducting and announcing the 2025 municipal elections in relation to the administrative offices of Varakļani district and Madona district. territories.
