Ile-de-France Mobilités (IDFM) has chosen to initiate the process of privatizing the operation of the bus lines currently managed by the Autonomous Paris Transport Authority (RATP), of which the State is the sole shareholder.

Although imposed on the rail network under current law, this process remains optional for the RATP bus network, other solutions were possible under constant law but have been ruled out. Valérie Pécresse, as president of IDFM, wanted the bus lines currently operated by the RATP to be opened up to the private sector, without consulting users, transport employees or elected officials in the Ile-de-France region.

In order to prepare for this privatization and the establishment of public service delegations (DSP), the current RATP bus network has been divided, by IDFM, into twelve geographical sectors (lots). According to this breakdown, no later than 1is January 2025, twelve private law entities should operate the lines operated to date by RATP if the process continues. The historic network of the RATP, shaped with the history of the Paris region and emblematic of France, would thus be dislocated. The industrial and commercial public establishment (EPIC) RATP is for its part excluded from the calls for tenders prepared by IDFM, and the RATP had to create private subsidiaries in order to be able to respond to the calls for tenders.

The first calls for tenders were published at the beginning of 2022. The twelve lots would be awarded at the earliest at the beginning of 2024 for the shutdown of operation by the EPIC RATP on the night of December 31, 2024 at 1is January 2025.

Concerning the social impact of this changeover, the privatization plunges nearly 14,500 current machinists-receivers into legitimate anxiety, but also all categories of jobs contributing directly or indirectly to the bus activity and identified by the application decrees : regulators, agents assigned to the design of the transport offer, suppliers, storekeepers, routine maintenance agents, controllers, support functions, etc.

Contrary to what may be read or heard, the maintenance of the current remuneration of those in office is in no way guaranteed. There is fear of loss of remuneration in view of the objective reaffirmed by Valérie Pécresse to make savings with the transition to DSP.

Based on the principle of the transfer of EPIC RATP employees to competing private companies in 2025, all of the public law employment contracts of all the personnel concerned will have to be forcibly transformed into private law employment contracts. In the event of refusal, these personnel will be dismissed for economic reasons, that is to say without severance pay.
