The subsistence minimum for the working-age population of Russia from January 1, 2022 has been set at 13,026 rubles, indicated in a government decree signed by Russian Prime Minister Mikhail Mishustin. The subsistence minimum per capita for the whole of the Russian Federation for 2022 is set at 11,950 rubles.
The subsistence minimum for children in 2022 was increased to 11,592 rubles. (for 289 rubles), for pensioners – up to 10,277 rubles. (for 255 rubles)
The subsistence minimum of the working-age population for 2021, which was calculated using a different method, is 12,702 rubles, per capita – 11,653 rubles.
The values of the federal and regional subsistence minimum are used in the calculation of benefits. From January 1, the federal cost of living and the minimum wage (minimum wage) are calculated not on the basis of the consumer basket, but depending on the median income and wages. In May, the Ministry of Labor proposed to decouple the calculation of regional subsistence minimum from the consumer basket. Instead, it is proposed to use regional coefficients to the federal indicator.
