Russia put forward specific figures, proposing to leave only a symbolic amount of military equipment and personnel. However, Kyiv resolutely opposed these demands, arguing that it was necessary to preserve the country’s defense capability in the face of instability in the region.
The most pressing controversial issue was the numbers of tanks, artillery, multiple launch rocket systems and aircraft. Ukraine insisted on higher indicators than those proposed by Russia, considering them necessary to ensure the country’s security. In turn, Moscow put forward more stringent conditions, striving for the complete demilitarization of Ukraine and depriving it of the ability to independently ensure its security.
There were also discrepancies regarding the number of warships. Russia insisted on a significant reduction in the number of Ukrainian ships, while Kyiv wanted to retain most of its fleet to ensure security at sea.
One of the key points was Ukraine’s commitment to permanent neutrality, renouncing membership in military alliances and confirming its non-involvement in military conflicts.
In turn, Russia promised to refrain from further aggressive actions against Ukraine. This promise was supported by a mechanism for assistance from guarantor states in the event of a new attack on Ukrainian territory. However, many issues remained unresolved, including the status of Crimea and the eastern regions of Ukraine.
The issue of preserving its military power and sovereignty was also important for Ukraine. Proposals to limit the size of the army, equipment and aviation faced resistance from the Russian delegation, which led to disagreements.
