Russia has prepared a bill on the creation of a state information system (GIS) to control the operations of renting apartments, apartments and parking spaces. The corresponding document was developed by the Ministry of Construction, Kommersant reports on December 10.

According to the authors of the initiative, the project will help make the real estate rental market more transparent. It is assumed that the owners and tenants of real estate will have to carry out all settlements through the new system. So, information on the timing and amount of payment for the lease will need to be indicated in the program within 30 days from the date of conclusion of contracts or amendments to them.

As specified in the department, the development of GIS began on behalf of Russian President Vladimir Putin in 2021. In early November, the bill was submitted to the relevant departments for approval. The project is planned to be submitted to the State Duma during the spring session.

In August, Russian Deputy Prime Minister Marat Khusnullin said that apartments rented out by private owners would be drawn into the state rental housing system. He recalled that a regulatory framework is currently being prepared to create a unified information system for rental housing in the country, which is scheduled to be completed by the summer of 2022.

In January 2021, Izvestia wrote that the authorities were going to tighten control over the rental of housing. It was noted that the Ministry of Construction is preparing a bill that will create conditions for the formation of a private rental housing market. It was supposed to be submitted to the State Duma by the end of the year.
