The Ministry of Industry and Trade of Russia, as part of the preparation of changes to localization assessment in the automotive industry, abandoned the original idea of ​​redistributing part of the points from traditional operations – stamping, welding, painting and assembly – in favor of new components. This follows from the draft amendments dated November 2 to Decree No. 719 of 2015, which regulates the rules for the localization of industrial products manufactured in Russia. The document was published on the portal of draft regulations.

Localization scoring in the automotive industry was introduced in 2019. It not only serves as an indicator of the “Russianness” of cars produced in our country, but also allows companies that have signed a special investment contract (SPIC) to qualify for participation in government procurement of vehicles and programs to support demand for automotive equipment. In proportion to the number of points accumulated, the automaker also receives industrial subsidies, which in the industry are considered an unofficial compensation for the recycling fee (a one-time payment for each unit of equipment produced in Russia or imported).
