The essence of the experiment is to oblige importers of these goods to pay an environmental fee even before releasing the goods into circulation in Russia according to the rules established by 89-FZ “On Production and Consumption Waste”. For them, the collection rate is based on the average costs of collection, transportation, processing and disposal of the product. It may also include the costs of creating infrastructure for processing.
