The Federal Bailiff Service (FSPP) has named the number of Russians deprived of the right to travel abroad due to debts to credit institutions. According to the ministry, as of November 1, there were 4.6 million people on such “black lists”. Moreover, the dynamics has a tendency to stable growth. The experts interviewed by MK associate this phenomenon, rather, with the factor of personal financial irresponsibility and legal nihilism of citizens, rather than with a drop in income.

In total, in January-November of this year, the number of enforcement proceedings, within the framework of which they issued orders on temporary restrictions on leaving Russia, exceeded 10.8 million.Last year, there were 9.8 million such procedural actions, in 2019 – more than 7 million There are more and more people who have been “banned” according to court verdicts: in 2018 there were 2.9 million, in 2019 – 3.4 million, in 2020 – 3.8 million.

Almost every tenth person who was not allowed to travel abroad turned out to be a debtor for alimony. In just 11 months of 2021, the bailiffs collected over 49.6 billion rubles from the “persons involved in the black lists” of the FSPP. Today, it is mainly Russians with “bad” debts that become restricted to travel abroad. That is, those whose debt to banks or microfinance organizations has exceeded 30 thousand rubles, and the delay is 90 days. For non-payers of alimony, such a measure can be applied when the amount of debt exceeds 10 thousand rubles. The resolution is valid for six months, after which a new one is issued.

In addition to banking (mainly in the consumer lending segment), other types of debts are also growing – for housing and communal services, for traffic police fines. Their average size is 85 thousand rubles.

“The growth of the indicator means that the FSPP is actively working with the debts of individuals,” says Anna Bodrova, senior analyst at IAC Alpari. – Restrictions on the right to travel abroad stimulate debtors, firstly, to pay off debts on time, and secondly, to prevent this burden in the future. Taking into account the observed dynamics, it is quite possible to expect that by the end of 2022 bailiffs will issue such orders by 10-15% more than in the current one ”.

It is clear that the situation is influenced by macroeconomic problems, pandemic, inflation, and growing consumer demand. It is clear that against this background, the population’s debt load is increasing, people are losing their jobs, or their salaries are being cut. However, in the case of “restricted to travel” citizens, it is a different matter, says financial analyst, candidate of economic sciences Mikhail Belyaev. According to the expert, if a person flies on vacation abroad (especially with his family), it means that he has enough money both for air tickets and for staying at a hotel for at least one week. However, he did not find the strength to close his debts within the country.

“There are no excuses for this, the standard argumentation does not work here -“ small salary, ”“ children need to be fed, ”and so on,” Belyaev argues. – Because of such financial and legal nihilists, the federal budget is missing many billions of rubles annually. And the fact that the number of people restricted to travel abroad is growing from year to year is rather a positive circumstance. It testifies to the fact that the sphere of debt is becoming more and more transparent for the state and under its control. The legal basis is also being strengthened, on the basis of which it is possible to apply some sanctions to debtors, up to a ban on traveling abroad. ”

In the opinion of financial analyst Sergei Drozdov, we are talking about the irresponsible behavior of people, and not about their dire financial situation. How is it: money was found for the seriously increased price of overseas vacation, but not for the payment of debts for alimony, communal services, fines? From the point of view of everyday human psychology, this is in the order of things, but not from the point of view of a taxpayer, the interlocutor of “MK” notes.

By the way, you can pay off the debt directly at the airport using the FSSP terminal, indicating the number of the enforcement proceedings and the region in which it was opened. But even after that, it will not be possible to immediately fly to another country: information about payment is entered into the GIS system, and it takes from 1 to 10 days to transfer funds to the FSPP accounts and remove the travel ban. Therefore, it is better to ask in advance (on the FSPP service “Proceedings of Enforcement Proceedings” on the public services portal) whether you have been affected by the travel restriction.
