Four oral questions with debates were on the agenda for the plenary session of this Friday, September 29, 2023, held under the chairmanship of Dr. Ousmane Bougouma, president of the Transitional Legislative Assembly (ALT).

The last oral question with debates, “the quality, management and maintenance methods of works of art and infrastructure built across the country in public-private partnership mode”saw the intervention of the Minister of Infrastructure and Opening Up, Adama Luc Sorgho.

At the start of his speech, he wanted to recall what the Public-Private Partnership (PPP) is within the meaning of the law. “In the sense of the law, the Public-Private Partnership (PPP) is the written administrative contract, concluded for consideration by which a contracting authority entrusts to a private partner, for a fixed period, depending on the amortization period of the investments or financing modalities retained, a global mission having for cumulative purpose the realization and/or the development and/or the acquisition and/or the transformation and/or the rehabilitation and/or the maintenance and/or the dismantling or destruction of works, equipment or tangible or intangible goods necessary for a public service or the exercise of a mission of general interest; the management or operation of a service including a service of general interest or a public service, works, equipment or intangible goods or a combination of these elements; the financing of all or part of the missions entrusted”did he declare.

Adama Luc Sorgho then argued that to date, his department has not yet carried out a PPP project within the meaning of law No. 032-2021/AN of June 25, 2021. But, he wanted to specify that he has led the construction of the northern interchange in accordance with law n°020-2013/AN of May 23, 2013 and the bypass of the city of Ouagadougou in accordance with law n°042-2017/AN of July 3, 2017.

He, however, suggested that, very soon, his department intends to implement projects following the PPP mode, adopted by the Transitional Legislative Assembly (ALT) in February 2023. These include in particular “financing, construction, operation and maintenance of the Bobo Dioulasso-Banfora-Ivory Coast border (Cu7b) motorway section 151.57 km long as part of the construction of the Highway Yamoussoukro-Ouagadougou, through the Public-Private Partnership (PPP) type BOT mode; of the construction of the Ouagadougou-Tema railway, through the Public-Private Partnership (PPP) type BOT mode”he quoted.

The Minister of Infrastructure and Access has also outlined the quality assurance strategy, a method of management and maintenance of works of art and infrastructure carried out under the responsibility of his department. “This involves technical, economic and environmental feasibility studies; by the method of management and maintenance of works of art and infrastructure”he summarized.

Adama Luc Sorgho has, all in all, demonstrated his conviction regarding the reliability of the PPP mode. “We are convinced that the PPP mode remains above all a reliable mechanism for mobilizing the resources necessary to ensure the financing of our major priority projects and, has the advantage of guaranteeing risk sharing with technical and financial partners, a guarantee of a common commitment to ensure the sustainability of structures and other transport infrastructures”he said.
