Prisons throughout Latin America are bursting with inmates, but instead of fighting crime, they have become places of refuge for gang leaders and recruitment centers for criminal organizations and cartels – and only lead to an increase in violence: “In the prisons sit the managements, the command headquarters. From there they command the gangs that terrorize the country.”
