The State Duma adopted in the first reading a bill according to which the MTPL policy is excluded from the list of mandatory documents required for registration in connection with a change of car owner. About it testify data in the Duma electronic database.

The bill was submitted to the State Duma on June 9 by the Chairman of the Committee on Transport and Transport Infrastructure Development Evgeny Moskvichev (United Russia).

“The bill proposes to exclude the MTPL policy from the list of documents, the presentation of which is mandatory for performing registration actions related to a change of owner, as well as to make changes to the law “On MTPL” and the law “On Road Safety”, excluding the obligation to conclude a MTPL agreement before performing registration actions,” the explanatory note says.

It also notes that now, by law, it is necessary to insure the risk of your civil liability before registering when changing ownership, but no later than 10 days after purchasing the car. Registration for vehicles whose owners have not done so is prohibited.

The bill also includes other innovations. In particular, the document introduces a procedure for terminating registration at the request of the owner of a stolen and wanted car, which will allow him not to provide information to various authorities about the actual absence of his car. In addition, it is proposed to legislate the possibility of registering cars of residents of new regions of the Russian Federation, which the Ukrainian side is unreasonably putting on the international wanted list.
