On Friday, United Nations Secretary-General Antonio Guterres presented four proposals aimed at protecting Palestinians in the occupied territories, including deploying observers and increasing humanitarian and development aid.

Guterres detailed his proposals in a 14-page report he prepared at the request of the United Nations General Assembly after the wave of violence that claimed the lives of 171 Palestinians who were killed in the Gaza Strip by Israeli forces’ bullets since March.

The four proposals are:

  • Strengthening the field presence of the United Nations and providing it with human rights monitors and political affairs observers charged with assessing the situation in the occupied territories.
  • Increase humanitarian and development aid in order to ensure the well-being of the population
  • Forming a civilian monitoring mission to be deployed in sensitive areas such as checkpoints, crossings, and near Israeli settlements, whose mission will be to prepare reports on protection issues.
  • Deploying a police or military force authorized by the United Nations whose mission is to provide physical protection for Palestinian civilians
