In a movement aimed at strengthening the role of cooperatives in the Colombian economy and promoting education in the country, Confecoop announced the filing of a bill before the Congress of the Republic. This project seeks to modify the special tax regime for cooperatives, proposing an exemption from income tax under certain conditions.

According to the union, the initiative arises as a response to the demands of the accidental commissions of the solidarity economy. Its main objective is to grant cooperatives an exemption from income taxes, as long as they allocate at least 20% of their surpluses, voluntarily, to support formal education programs in Colombia.

Confecoop argues that this measure is necessary because the tax on cooperatives could be considered “anti-technical”, given their status as non-profit entities. It is emphasized that between 2003 and 2016, cooperatives made significant investments in educational programs, benefiting millions of students and contributing to equitable access to education in the country.

The bill was presented with the signature of several senators, including Germán Blanco, Nicolás Albeiro Echeverry, Oscar Mauricio Giraldo, Mauricio Cuéllar and Pedro Flores, as well as several representatives to the Chamber, including Luis Miguel López, Erika Tatiana Sánchez, Gabriel Parrado Durán, Leyla Rincón Trujillo, Juan Carlos Vargas, Olga Lucía Velásquez, Oscar Darío Pérez and Flora Perdomo.

This legislative proposal marks an important step towards the promotion of the solidarity economy and access to education in Colombia, showing the commitment of the government and the cooperative sector in building a more equitable and prosperous country for all its citizens.
