Trump Threatens to Invoke Insurrection Act Amid Minneapolis Protests
The former president threatened to deploy the US military to American streets if demonstrations against federal immigration operations in Minneapolis do not cease, escalating a volatile situation and raising concerns about the potential for a dramatic overreach of executive power.
On Thursday, Donald Trump took to his Truth Social platform to demand that Minnesota elected officials quell what he termed “professional agitators and insurrectionists” allegedly attacking Immigration and Customs Enforcement (ICE) personnel. Should his demands go unmet, Trump stated he would invoke the Insurrection Act, promising a swift end to the “travesty” unfolding in the state.
The move has sparked immediate condemnation from civil liberties groups and political leaders, who warn of a perilous precedent. Melanie D’Arrigo, executive director of the Campaign for New York Health, asserted that the surge in ICE agents was deliberately intended to provoke a response justifying domestic military deployment. “The Insurrection Act was always the plan, and Minneapolis is the test case,” she said, adding, “This has never been about immigration.”
Lisa Gilbert, co-president of Public Citizen, echoed these concerns, stating, “Invoking the Insurrection Act to deploy military forces against the American people is the exact opposite of what Minneapolis – and the country – needs right now.” Gilbert emphasized that the source of the violence lies with ICE itself, advocating for an end to the increased federal presence rather than further militarization. “Deploying military forces against the city and its citizens would be a doubling down on the threat Americans are facing from their own government,” she warned.

Representative Ilhan Omar (D-Minn.) last week warned of a deliberate strategy to escalate tensions.”What we are seeing right now…is essentially trying to create this kind of surroundings where people feel intimidated,threatened,and terrorized,” Omar explained. She believes the ultimate goal of Homeland Security Secretary Kristi Noem and President Trump is to “agitate people enough where they are able to invoke the Insurrection Act to declare martial law.” She further questioned the justification for the presence of over 3,000 federal agents in the state.
The Insurrection Act, a rarely used law, has not been invoked since 1992, when President George H.W. Bush deployed troops to Los Angeles in response to the Rodney King riots.
The situation in Minneapolis has been described as a “siege” by the editorial board of the Minnesota Star Tribune. They reported that “battalions of armed federal agents are moving through neighborhoods, transit hubs, malls and parking lots and staging near churches, mosques and schools,” creating an atmosphere of occupation. The editorial declared, “What we are witnessing is the storming of the state by the federal government,” and insisted that “the occupation of Minnesota by ICE cannot stand.”
Adding to the tension, a local Minneapolis resident who participated in Wednesday night’s protests told Status Coup News that the city felt “under assault.” The resident recounted instances of aggressive behavior by federal agents, alleging that individuals were being detained, cuffed, and physically assaulted, regardless of immigration status. “They tell you it’s immigrants, it’s only immigrants? It’s fucking anybody!” the resident exclaimed.
Protests intensified after a federal agent shot a man in the leg during a “targeted traffic stop” on Wednesday night, according to the Department of Homeland Security. The Trump administration initiated a surge of ICE agents into Minneapolis last week, leading to school closures and widespread disruption. Moreover, the administration posthumously smeared Good, characterizing her as a “domestic terrorist.”
