President Donald Trump is scheduled to host Ukrainian President Volodymyr Zelensky at the White House on Tuesday for closed-door talks in the Oval Office, according to a White House official. The meeting, set for 9:30 a.m. Washington time, comes as the U.S. shifts toward deeper military cooperation with Kyiv, including a proposal to allow Ukraine to manufacture its own Patriot interceptor missiles.
Shift in U.S.-Ukraine Relations
The upcoming visit follows a significant warming of relations between the two leaders. During a recent NATO summit meeting, Trump stated that he and Zelensky have developed a good relationship,
noting the progress made since a “disastrous” February 2025 meeting in the Oval Office. That previous encounter ended with a dispute over gratitude and officials escorting Zelensky out before a planned luncheon, a blowout triggered by Vice President JD Vance’s demands that Zelensky say “thank you” for U.S. assistance.
Trump’s change in tone has been attributed to Ukraine’s recent battlefield performance. Retired Lt. Gen. Keith Kellogg told the nypost.com that the strengthened relationship exists because Zelensky is winning,
adding that Trump now realizes Russian President Vladimir Putin is not winning the war. This assessment is supported by officials who state Ukrainians are eliminating roughly 35,000 Russian troops each month, a rate Moscow cannot match with new recruits. Additionally, Vice President JD Vance argued Monday that the Russian offensive has largely stalled.
Expanded Military and Defense Cooperation
A primary focus of the current engagement is the ability for Ukraine to produce its own air-defense systems. Trump has discussed granting Kyiv a license to manufacture Patriot interceptor missiles, which would make Ukraine one of only four countries—alongside Japan, Germany, and Poland—with a license or preliminary approval to produce the system. Trump described Zelensky as “courageous” with great equipment
and “fighters” during a meeting with NATO Secretary General Mark Rutte two weeks ago.
Kyiv is using this momentum to push for stronger air defenses and greater U.S. leverage over Moscow. A Ukrainian source indicated that U.S. and Ukrainian officials have discussed a proposal for an air ceasefire to present to Russian officials as part of new peace proposals.
Diplomatic Friction and Regional Tensions
The White House talks occur as relations between Washington and Moscow cool. Kremlin spokesman Dmitry Peskov has denied that talks over an aerial ceasefire are underway and warned that intensified Ukrainian strikes inside Russia would prolong the conflict. Recent diplomatic friction was also noted during a meeting in Manila between U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov, their first face-to-face meeting since September 2025.
Tensions have also risen regarding Russian intelligence sharing. Zelensky recently accused Moscow of providing satellite intelligence to Iran to facilitate strikes on Gulf state facilities and U.S. military outposts, while also claiming Russia is preparing to receive 30,000 North Korean troops. Trump dismissed the allegations regarding intelligence sharing as very unimpactful
and stated he would ask Putin about the claims.
White House Schedule and Memorial
The Tuesday schedule involves high-level meetings with leaders from two different conflict zones:
- 9:30 a.m.: President Trump meets with President Volodymyr Zelensky to discuss the peace process and defense.
- 11:00 a.m.: President Trump meets with Israeli Prime Minister Benjamin Netanyahu to discuss Iran and regional security.
Following these meetings, both Zelensky and Netanyahu are expected to attend a memorial service in Washington for the late Republican Senator Lindsey Graham. Graham was a prominent supporter of Ukraine, having traveled there 10 times since the 2022 invasion to push for U.S. backing and sanctions against Russia.
