A Strategic Alliance for Drone Production
The agreement, formalized through a letter of intent, outlines a plan to rapidly establish a production line by 2026, with further expansion planned throughout the year. According to a statement released by the Norwegian Ministry of Defense, the initiative will foster closer collaboration between the Norwegian and Ukrainian drone industries. Defense Minister Tore O.Sandvik emphasized that the drones produced will be donated to Ukraine following completion.
The signing ceremony, held earlier this month at a Joint Expeditionary Force (JEF) meeting in Bodø, saw Ukrainian Defense Minister Denys Sjmyhal and Minister Sandvik officially commit to the partnership.
Technology Transfer and Enhanced Security
The agreement centers on a reciprocal exchange of expertise. Ukraine will share its accumulated technology and innovation in drone warfare with Norway, while Norway will provide the infrastructure and industrial capacity to scale production. “This agreement facilitates closer development and cooperation between the Norwegian and Ukrainian drone industry,” stated a senior official. “After production, these drones will be donated to Ukraine.”

The Norwegian government views the partnership as an opportunity to enhance its own domestic drone capabilities. the project will involve a dedicated research and development program, bringing together the Norwegian Defense Research Institute (FFI), private developers, and the broader Norwegian drone industry to cultivate a stronger national competence base.
The urgency of the situation in Ukraine is a key driver behind the initiative. “Zelenskyy has asked us to do this,” explained State Secretary Marte Gerhardsen to NRK. “They are in a very demanding situation,and it is important that we do what we can to help ukraine now.” While a specific timeline for drone delivery remains undefined, officials have committed to expediting the process “quickly.”
