Men of conscription age will not be able to receive passports from “diplomatic missions of Ukraine abroad”, according to the amended law, which was published on the government’s website on Wednesday.
The announcement came a day after consular services to men aged 18 to 60 living abroad were suspended until the new mobilization law is implemented.
Ukraine’s foreign ministry released a statement Wednesday saying its consular procedures “remain unchanged.” This means that men of conscription age will be able to receive passports after the mobilization law comes into effect.
With the start of Russia’s full-scale invasion of Ukraine, men were banned from leaving the country, with only a few exceptions. Some of the men illegally fled to foreign countries, while others who lived abroad even before the start of the war did not return to Ukraine.
As the war drags on, the armed forces of Ukraine begin to lack soldiers, and many soldiers have been fighting continuously or with short breaks since February 2022.
The Ukrainian government has been forced to adopt new measures to crack down on draft evaders.
