„We are aware that there really is an urgent situation and we need to increase the contribution… The contribution increase will be graduated. Our thinking was focused on targeting the help as much as possible, especially to people who have a higher allowance for care and really need more care and support because their abilities are limited,” said Jurečka.
Since 2007, the allowance has been provided to the disabled and elderly to provide care in a facility or at home. Adults now receive 880, 4,400, 12,800 and 19,200 crowns a month, and children 3,300, 6,600, 13,900 and 19,200 crowns, depending on their dependence on aid. According to the proposal, the lowest benefit for children and adults should remain the same as before, i.e. at 3,300 and 880 crowns. The three higher amounts for adults should be 4,900, 14,800 and 23,000 crowns from mid-year. People with the highest benefit who are in home care should then receive 27,000 crowns. For children, the new amounts should be 7,400, 16,100, 23,000, and in the domestic environment also 27,000 crowns. The increase thus ranges from roughly 11 to almost 41 percent.
Jurečka presented the proposal to increase contributions already in December. At that time, he proposed either a general increase in all eight amounts by roughly a quarter, or an increase in seven amounts without the lowest for adults. He mainly advocated that a change in the law was no longer necessary for the addition, but only a government decision was sufficient in the event of a price increase of at least five percent. There were reservations about the plan, the government did not discuss the amendment with this modification.
The new proposal to increase benefits should be included in the amendment on social services, which is already in the House of Representatives. Coalition MPs should add him to it. On Wednesday, the law with the amendments should be discussed by the parliamentary social committee. The minister stated that the lower chamber could then approve the standard by the end of March, after which it would be adopted by the Senate in April and then signed by the president. “From July 1 at the latest, this adjustment will apply,” assured the minister.
According to him, the coalition is in agreement on the proposed increase. “I’m not saying that the two months were easy in that discussion (about the benefit increase), but there was a meeting of social K5 this week on Wednesday. We were still tweaking some things during last night and this morning. What I am presenting here today is the final deal. A compromise that pays for the coalition“, said Jurečka.
According to the ministry, about 86,100 adults and 11,900 children receive the lowest allowance. The second post has 103,300 adults and 9,500 children. The third level of benefit is paid by employment offices to 89,100 adults and 6,400 children. 4,900 children and 51,100 adults receive the highest amount.
