Beeline remained the last of the Big Four operators to not resolve the issue of import substitution of billing. The rest of the Big Four operators have, in one way or another, already switched to Russian-developed billing systems. Megafon uses a billing system that was developed in partnership with domestic IT solutions provider Nexign. Tele2 has its own billing company Bercut with its own staff of developers. MTS has been using the FORIS system since 2008, and in 2015 the operator received full control over it.
