The largest Russian manufacturers of passenger cars and light commercial vehicles (LCVs) failed to significantly increase the localization of their products after Western, Korean and Japanese automakers left the market in 2022. This follows from the conclusions of the Ministry of Industry and Trade, which Vedomosti reviewed. Only AvtoVAZ was able to significantly increase the domestic component.

A point assessment of the degree of localization in the automotive industry was introduced in 2019. It is not only an indicator of the “Russianness” of cars produced in our country, but also allows companies that have signed a special investment contract (SPIC) to qualify for participation in government procurement of vehicles and government programs to support demand. In proportion to the number of points scored, the automaker also receives industrial subsidies that partially compensate for the recycling fee. The maximum number of points that a car manufacturer can score from among those who signed the first version of SPIC (SPIC 1.0) is 7000. Such contracts have been concluded with the majority of car factories in the country.
