Xi Jinping Directs Comprehensive legal Governance, Emphasizing Party Leadership and Rule of Law

Beijing, November 18th – Chinese President Xi Jinping has issued key instructions reinforcing the importance of comprehensively governing the country according to law, stressing the essential unity of Communist Party leadership, the primacy of the people, and the authority of the law. The directives, delivered ahead of and during the Central Committee’s Work Conference on Comprehensive Law-based Governance held November 17th-18th in Beijing, signal a continued commitment to strengthening the legal framework underpinning China’s growth and modernization.

As the 18th National Congress of the Communist Party of China, the Party Central Committee has placed the rule of law at the heart of national governance, achieving historic progress in comprehensive law-based governance. Xi Jinping’s instructions emphasize that the rule of law work must be closely coordinated with ongoing reforms, economic development, and the maintenance of social stability. A key objective is to ensure and promote social fairness and justice through scientific legislation, rigorous law enforcement, impartial justice, and a culture of law-abiding citizenry.

“The rule of law must provide a strong legal guarantee for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization,” Xi Jinping reportedly stated.

The president stressed the critical role of party committees and groups at all levels in assuming primary responsibility for implementing these directives. He also called for proactive and conscientious performance of duties by legal departments, and strict adherence to the law across all sectors.

Zhao Leji Highlights Importance of Xi Jinping’s Thought on the Rule of Law

The Central Committee’s Work Conference on Comprehensive Law-based Governance saw attendance and a key address from Zhao Leji, Chairman of the Standing Committee of the National People’s Congress. Ding Xuexiang, Vice Premier of the State Council, also attended and conveyed Xi Jinping’s instructions to the assembled officials.

Zhao Leji characterized Xi Jinping’s instructions as “high-level, profound and have strong political, ideological and guiding importance,” emphasizing their importance in charting the course for advancing the rule of law. He underscored that Xi Jinping’s Thought on the Rule of Law serves as the guiding ideology for comprehensively governing the country according to law in the new era.

According to Zhao Leji, upholding and strengthening the Party’s leadership is paramount to this process. He called for a deep understanding of the “two establishments” – referring to establishing Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and establishing the importance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New era – and achieving the “two safeguards,” wich involve safeguarding the Party Central Committee’s authority and centralized, unified leadership, and safeguarding the authority and leadership of xi Jinping.

Zhao Leji further emphasized the need to implement the strategic deployments outlined in the Fourth plenary Session of the 20th Central Committee of the Communist Party of China. This includes leveraging the rule of law to consolidate systemic advantages, guarantee high-quality development, protect citizens’ rights, enhance livelihoods, maintain national security, and strengthen legal frameworks related to foreign affairs.

Building a More Complete Socialist Legal System

A central focus of the conference was the construction of a more complete socialist legal system with Chinese characteristics. Zhao Leji called for accelerating the formation of a comprehensive legal norm system, promoting a rule of law government, ensuring fair justice, and fostering a rule of law society. He also highlighted the importance of strengthening the rule of law workforce and cultivating legal talent.

Chen Wenqing, Secretary of the Political and Legal Affairs Commission of the CPC Central Committee, in his concluding remarks, reiterated the significance of Xi Jinping’s instructions in clarifying the strategic direction of comprehensive legal governance. He urged thorough study and implementation of Xi Jinping’s thought on the Rule of Law,alongside coordinated efforts to promote scientific legislation,strict law enforcement,fair justice,and universal law-abiding behavior.

The conference was attended by a broad range of officials, including members of the Central Committee for Comprehensive Law-based Governance, representatives from provincial and regional governments, and leaders from various central and state agencies, as well as the Central Military commission. The high-level participation underscores the commitment to advancing the rule of law as a cornerstone of China’s national strategy.
