Amid ongoing conflict, Ukrainian President Volodymyr Zelenskyy is actively exploring the legal framework for potential elections, while simultaneously requesting that international partners, particularly the United States, refrain from exerting undue pressure on the timing of such a vote.
Zelenskyy stated on Tuesday, December 10, that Ukraine could be prepared to hold elections within three months, contingent upon security assurances from the US and its allies. This response followed comments from former US President Donald Trump, who suggested the Ukrainian government might be utilizing the war as a pretext to postpone democratic processes.
The Ukrainian President, speaking in a nightly address, revealed he engaged in a “substantive discussion” with members of parliament regarding the complexities of holding an election while martial law is in effect. He emphasized a commitment to transparency and a rejection of unfounded speculation.
“If partners, including our key partner in Washington, speak so much and so specifically about elections in Ukraine, about elections under martial law, then we must provide legal Ukrainian answers to every question and every doubt,” Zelenskyy asserted. He acknowledged the significant challenges involved, stating, “It is not easy, but pressure on this issue is definitely not what we need.”
Division of Responsibility: Security vs. Legal Framework
Zelenskyy clearly delineated the responsibilities between Ukraine and its international partners. He indicated that ensuring the security of any potential election is primarily the responsibility of allies, with the United States taking a leading role. Conversely, he affirmed that addressing the political and legal challenges associated with an election under wartime conditions falls squarely on Ukraine.
“Security challenges depend on partners, primarily America,” Zelenskyy explained. “Political and legal challenges must be answered by Ukraine. And they will be.” He expressed confidence in the Ukrainian parliament’s ability to provide the necessary legal clarity and framework for a potential vote, while simultaneously appealing for patience and understanding from international stakeholders.
