GenLayer, a startup focused on building decentralized legal infrastructure, has launched its first incentivized testnet, Asimov.

AI Meets Blockchain: A New Legal Frontier

GenLayer is rolling out its “Intelligent Blockchain,” powered by AI models, to resolve complex decisions.

What if blockchain technology could make decisions? GenLayer’s new testnet, Asimov, aims to do just that, introducing an “Intelligent Blockchain” that uses AI models to handle complex judgments.

Asimov marks the beginning of a multi-phase initiative, moving the company closer to its goal of a mainnet deployment. This initial rollout introduces a novel approach to blockchain functionality, leveraging AI for subjective decision-making.

“Our narrative is that as we enter a world of AI agents—fast and smart—we need a new legal system because the current one is fragmented, slow, and expensive,” said Albert Castellana, GenLayer CEO and co-founder. He added that GenLayer “offers a synthetic jurisdiction: a legal system for machines.”

Combining Blockchain and AI’s Strengths

Asimov is the first of three testnets. The company plans to progressively test and scale its “Optimistic Democracy” consensus mechanism. GenLayer validators are paired with large language models (LLMs), allowing them to evaluate off-chain data and make subjective decisions. This system is designed for the rising number of AI agents and machine-to-machine transactions.

According to Castellana, Asimov’s launch is a stress test for the platform and a signal of its technical maturity to developers and partners.

A Growing Ecosystem for Builders

The validator program for Asimov is targeting seasoned blockchain infrastructure operators. Participants will earn rewards for their efforts. GenLayer has already onboarded dozens of validators. Participation requires a full-time commitment during test phases.

To support its community, GenLayer is also providing a comprehensive developer stack, including tools like the GenLayer Studio, Wallet, Blockchain Explorer, and GS Library (a Python toolkit). A grant program is also in place to encourage early development.

Rallying the Community

Coinciding with Asimov is the beta release of Rally, a decentralized marketing protocol that automates influencer and community incentive campaigns. Rally uses AI-powered validators to assess content against campaign rules embedded in smart contracts.

“Rally is our first protocol built on GenLayer,” Castellana said. “It autonomously evaluates community-created content and determines compensation, opening participation beyond influencers to anyone.”

Brands can set guidelines and deposit funds, and the protocol autonomously determines payouts. Content creators then receive transparent, on-chain compensation if their submissions meet the criteria.

“In the future, many influencers will be AI agents seeking opportunities to earn—this system accommodates that evolution,” Castellana added.

Rally operates independently of GenLayer’s core team and will be governed by a DAO. From each campaign pool, 1% goes to the Rally DAO, while 10% of protocol fees are allocated to the developers of participating applications.

“The way I see GenLayer is like a toy factory—creating new tools and mechanisms you can’t find anywhere else,” the CEO added. “Rally is just one example of what’s possible.”

Benefits for Enterprises

For decision-makers, including brand managers and growth marketers, GenLayer and Rally offer ways to automate and decentralize campaign execution and quality control. Smart contracts use LLMs to judge submissions against predefined standards, reducing operational overhead and ensuring fairness.

Enterprises that invest in brand visibility could see streamlined marketing operations and auditable proof of campaign performance. Combined with GenLayer’s broader infrastructure, brands also gain access to AI-driven decision systems for various tasks.

Building Infrastructure for the Future

GenLayer’s architecture is supported by technical partners like ZKSync, Heurist, Atoma Network, and Caldera. These integrations help the platform remain performant, secure, and aligned with Ethereum-based ecosystems.

The company has raised $7.5 million in seed funding from investors, and sees its protocol as the foundation of an autonomous legal layer for the AI economy, capable of settling disputes at machine speed.

Following Asimov, the Bradbury and Clark testnets will introduce further enhancements. GenLayer is seeking professional validators and developers to participate in the testnet. Those interested can apply via the company’s website.
