The draft law on the people’s militia has been published on the National Legal Portal. The militias plan to be allowed to detain people and use weapons. Some of these plans have already been voiced by the authorities before.

The people’s militia, it is written in the draft law, will be created from among the volunteers who will be armed.

Its main task is to assist the territorial internal affairs bodies in ensuring martial law, protecting property from criminal and other unlawful encroachments.

Local defense councils may also enlist the people’s volunteer corps for other tasks to ensure martial law.

This militia will be provided at the expense of local budgets, as well as donations.

The number of militias in each district will depend on the number of volunteers and the tasks that they are given.

When martial law is lifted, the militia will be disbanded.

Detachments are completed by volunteers, “capable of their personal qualities, health status to perform the tasks provided for by this law.”

Participation in the militia does not exempt from conscription for military service for mobilization and from work.

But, by decision of local authorities, the employer is obliged to release the employee from work to participate in the activities of the people’s militia. At the same time, the employee retains the place of work, the position of the employee and the average salary.

Who can not be enlisted in the militias?

those who are serving an arrest, sent to chemistry with a referral or deprived of liberty;

those who are in jail or under house arrest;

those who are decided to be interned;

people recognized as incapable or partially capable;

those who have diseases or physical disabilities, in the presence of which it is contraindicated to own weapons.

The militias are located at the place of residence.

The general leadership of the militia will be entrusted to the local defense councils. And the territorial bodies of internal affairs will directly manage the detachments.

The decision to form a militia will be made by Lukashenka.

What can a militia?

use physical force, use weapons on the terms and within the limits established by law for military personnel involved in ensuring martial law;

detain persons who have committed a crime or an administrative offense in order to transfer them to the security forces;

require citizens to comply with public order, restrictions and prohibitions imposed to ensure martial law, suppress offenses or actions that prevent them from performing their tasks;

assist the territorial internal affairs bodies in restricting traffic, inspecting a car, letting a vehicle through, checking documents of residents, inspecting their personal belongings and seizing (if things can be an instrument or direct object of an offense), inspect the dwellings of other people.

Volunteers may also be granted other rights, the draft law says.

Among the responsibilities of the militias:

ensure the protection of the territory, object and population from unlawful encroachments;

participate in the collection and transmission of information to the military command and control bodies of the Armed Forces of the Republic of Belarus and territorial internal affairs bodies on the actions of the enemy troops, identifying persons assisting the enemy forces;

provide first aid to citizens who have suffered as a result of offenses or accidents, as well as those who are in a helpless or other state that poses a threat to human life and health;

assist in rescue and other urgent work;

participate in the performance of defense work, the elimination of the consequences of the use of weapons, the restoration of damaged (destroyed) economic facilities, life support systems and military facilities, as well as the elimination of the consequences of emergencies and the work of organizations to be transferred to work in wartime conditions.

The law has not yet been adopted.

Former Minister of Defense Viktor Khrenin He said that according to his calculations, 100-150 thousand people could enter the people’s militia.
