Nearly 30 public procurements have already been announced, but there must be a total of 756 to successfully complete the program by June 2026.
On the eve of the professional holiday of builders – October 26, the industry is in full mobilization throughout the country. But not to go to the sites, but to participate in public procurements announced by the municipalities for the rehabilitation of residential blocks under the National Recovery and Sustainability Plan (NRSP).
Since only a month ago there were only 49 signed contracts out of all 756 projects approved by the regional ministry,
currently their number exceeds 60
The picture is very dynamic and changes every day, the regional ministry said, and in an interview with “24 Chasa”, acting regional minister Violeta Koritarova announced that the number of signed contracts is 63 with 15 municipalities for nearly BGN 88.3 million.
The signing of more projects is being intensively prepared, it is very likely that within days the signed contracts will approach 300 and even exceed this number.
The mobilization became possible after, at the beginning of October, the regional ministry called on dozens of municipalities in which there are such projects to sign the financing contracts on a special schedule.
It was also reported that if they fail to do so, or if there are incompleteness in the documents or omissions,
the reserve list will be activated
A total of 3,068 residential blocks applied for this BGN 1.138 billion, and the total value of the requests was four times the amount – about BGN 4 billion, and most were put on a reserve list.
The register of the Public Procurement Agency also shows that the number of announced procedures is increasing, but they are still only about thirty.
The next step for the municipalities, when the financial resources are available, is to announce public procurements for the selection of companies for surveying, drawing up projects and the actual work on laying the thermal insulation.
Because
working time is quite limited
– only the construction season of 2025 and part of 2026 remained for the utilization of the entire resource of BGN 1.138 billion from the NPVU.
All projects must be completed by June 30, 2026, but this is the deadline by which the sites must be completed, handed over, certified by inspectors that, after renovation, energy consumption will be reduced by 30%, and reported under the program.
“The final payments are made after the reporting and if there are unfinished objects, the state budget will take care of the payment, not the NPVU”, explained to “24 Chasa” Eng. Todor Andonov, a member of the management board of the Chamber of Builders in Bulgaria.
“This mobilization was currently preceded by a standstill. But the rehabilitation should be a permanent process, not a campaign, especially since Bulgaria has made serious commitments under the Green Deal – until 2030.

To date, only 7% of the building stock meets the requirements, including new buildings. All the programs so far have ensured the renovation of only 1.4% of the buildings”, stressed Eng. Andonov.
As for the second stage of the same program – in which the citizens have to pay an additional 20% of the funds, it can be predicted from now on that it will be with unutilized funds. Because the interest in her was far less.
But in Bulgaria, a third block remediation program is currently underway, which applies only to the Stara Zagora, Pernik and Kyustendil coal centers. According to the latest data
the interest in it is huge
and is commensurate with that of the first stage of the recovery plan project.
By the middle of this week, 329 project proposals for free sanitation have been submitted by 24 municipalities in these three regions. Their total value is almost BGN 455.4 million, which exceeds about 2 times the budget under the procedure, which is BGN 196.4 million, the regional ministry announced.
The financing is under the procedure for supporting measures for energy efficiency of multi-family residential buildings under the “Regional Development” program.
The evaluation of the received
proposals will be implemented in two stages
– verification of administrative compliance and eligibility, followed by technical and financial assessment. The evaluation and ranking of applicants should be completed in January 2025, but this program still has a reporting deadline in 2027, i.e. the work front will be at least two construction seasons.
