The size of the Annual Development Program (ADP) is being reduced. 65 thousand crore rupees can be reduced from the size of ADP. According to sources in the Ministry of Planning and Finance, this initiative is being taken as part of reducing government expenditure.
According to sources, considering the existing situation, it is being considered to reduce the size of the annual development program (ADP) by 65 thousand crore rupees. As a result, the size of ADP will stand at two lakh crores. It should be noted that in the current fiscal year 2024-2025, the size of ADP is Tk 2 lakh 65 thousand crores.
According to sources, this ADP was formulated during the previous government. As a result, there are many politically motivated projects in the existing ADP. The interim government will now no longer implement these projects. As a result, a lot of money will be saved from here. Already, initial discussions are going on about the ADP project with the relevant officials of several ministries. Against these ministries, what are the less important projects are being looked into. In particular, the allocation of infrastructure projects like electricity, roads will be reduced or the allocation will be suspended.
An official of the Ministry of Finance said that the budget deficit for the current financial year is 4.6 percent. Now efforts are being made to reduce this deficit to 4 percent. To achieve this goal, the budget must be cut. And budget cuts mean reducing ADP spending. We want to reduce about Tk 65 thousand crore from the original ADP. which cannot be deducted from the revenue budget. So it will be reduced from the development budget. In this case, the money of the ongoing mega projects during the previous government will be cut. This will reduce the amount of borrowing from banks to implement our ADP. It can be confirmed that the ADP size will decrease within this month.
It is known that the target of taking bank loans in the budget for the current financial year is Tk 1 lakh 36 thousand crores. Initiatives have been taken to bring down this debt below lakhs of rupees. Basically, the government has to take loans from banks for the implementation of ADP.
It should be noted that in the current financial year, out of the ADP of Tk 2.65 thousand crore, the government will give Tk 1 lakh 65 thousand crore. And one lakh crore rupees will come from foreign loans and grants. In the financial year 2024-2025, the number of projects under the annual development program is one thousand 321. Among them, 1133 investment projects, 21 survey projects, 87 technical assistance projects and 80 projects under implementation with self-financing by autonomous institutions/corporations. Top 10 sectors allocated in ADP: 1. Transport and communication about 70 thousand 687 crore 75 lakh taka (26.67 percent). 2. Electricity and fuel about 40 thousand 751 crore 86 lakh taka (15.38 percent). 3. Education is about 31 thousand 528 crore 60 lakh taka (11.36 percent). 4. About 24 thousand 868 crore three lakh taka (9.38 percent) for housing and community facilities. 5. Health is about 20 thousand 682 crore 88 lakh taka (7.80 percent). 6. Local government and rural development is about 17 thousand 986 crore 21 lakh taka (6.79 percent). 7. Agriculture is about 13 thousand 219 crore 59 lakh taka (4.99 percent). 8. Environment, climate change and water resources about 11 thousand 89 crore 43 lakh taka (4.18 percent). 9. Industrial and economic services about 6 thousand 492 crore 18 lakh taka (2.45 percent). 10. Science and Information Technology about four thousand 786 crore 92 lakh taka (1.25 percent).

1. Local government department about 38 thousand 808 crore 88 lakh taka (15.00 percent). 2. Road Transport and Highway Department about 32 thousand 42 crore 43 lakh taka (12.39 percent). 3. Electricity department is about 29 thousand 176 crore 70 lakh taka (11.28 percent). 4. Ministry of Primary and Mass Education about 16 thousand 135 crore 52 lakh taka (6.24 percent). 5. Health care sector is about 13 thousand 741 crore 33 lakh taka (5.31 percent). 6. Ministry of Railways about 13 thousand 725 crore 64 lakh taka (5.31 percent). 7. Ministry of Science and Technology about 12 thousand 886 crore 70 lakh taka (4.98 percent). 8. Secondary and higher education department is about 11 thousand 387 crore 69 lakh taka (4.40 percent). 9. Ministry of Shipping about 10 thousand 373 crore 45 lakh taka (4.01 percent). 10. Ministry of Water Resources about eight thousand 687 crore 9 lakh taka (3.36 percent).
