The Minister of Ports and Airports, Silvio Costa Filho, stated this Saturday, 3rd, that he hopes to close the aid package for airlines after carnival. The topic remains under debate with the Ministry of Finance amid the request for judicial recovery of Gol (BVMF:) in the United States and the rise in ticket prices.

According to the minister, the credit package to help companies in the sector should be financed, for the most part, by the National Bank for Economic and Social Development (BNDES). In an interview with Estadão, however, the president of BNDES, Aloizio Mercadante, stated that the bank does not give up guarantees. “BNDES cannot provide financing without guarantees,” stated Mercadante. “We only lend with collateral.”

The development bank has been studying the offer of a working capital line for airlines for months, but is faced with the problem of guarantees. Companies even mentioned slots (airport spaces) and leasing aircraft as options, but this offer did not prosper.

In addition to offering credit, Silvio Costa Filho also spoke about short and long-term strategic planning, “such as actions that strengthen new regional flights and the purchase of Brazilian aircraft, such as Embraer (BVMF:), and other assets” .

The minister hopes that the impasse with airlines will have a solution in the short term, as he plans to launch the Voa Brasil program, with R$200 tickets for retirees and pensioners, in February. For the project to take off, companies must join the program.

Costa Filho was this morning – together with the ministers of Institutional Relations, Alexandre Padilha, and Transport, Renan Filho – on a visit to the aeromobile works, a project that aims to improve the movement of passengers between CPTM’s Luz station and the Guarulhos’ airport.

Aviation kerosene

Representatives from the government, Petrobras (BVMF:) and airline companies are also discussing ways to lower the cost of aviation kerosene in the aid package for the sector. One of the proposals is for companies to come together to buy directly from the state-owned company, which could reduce the cost by between 4% and 8%.

The percentage refers to the margin of private distributors that are in this market, such as Vibra (ex-BR) and Shell (NYSE:) (which belongs to Raízen (BVMF:)).

This week, the president of Petrobras, Jean Paul Prates, told Estadão/Broadcast that the company is willing to collaborate with the debate, but warned that there is no possibility of lowering the price with a “pen”. Since last year, the price of aviation kerosene (QAV) has dropped by almost 41%, according to him.
