On the morning of this Thursday (3), the Alems (Legislative Assembly of Mato Grosso do Sul) held a meeting with the president of the Cassems (Assistance Fund for State Servants), Ricardo Ayache, to discuss questions about the financial health of the institution and the contribution model recently approved at the general meeting.

On July 27, Cassems beneficiaries approved, by an absolute majority, adjustments to the contribution model and the Caixa dos Servidores Statute, including the fixed monthly payment per beneficiary of BRL 45, limited to BRL 180 per natural family group . The value does not cover aggregates, which should contribute to the individual cost. The main objective of the increase is to revert the situation of financial imbalance faced by the entity, guaranteeing a monthly increase in the amount of R$ 8,647,290.00.

At the meeting, Ricardo Ayache clarified that Cassems has a liability of R$ 150 million, which represents the entity’s obligations and debts, corresponding to 15% of the total equity, which is R$ 1 billion. However, the entity has only R$ 90 million in cash. The difference between liabilities (R$150 million) and cash (R$90 million) results in a financial imbalance of R$60 million.

The president of the entity emphasizes that the imbalance in the accounts is due to the investments of BRL 290 million made in the fight against the covid-19 pandemic, which overloaded the services. “We have results from work, investments and structures. We face the health challenges of any manager, both public and private. Today we have a great capacity to advance within our health system, seeking, of course, financial balance”, Ayache highlighted.

The meeting and presentation of the entity’s balance sheet resulted in the formation of a commission, proposed by the president of the Legislative Assembly, Gerson Claro (PP), which will act as an intermediary between the servers and Cassems. The objective is to seek solutions that avoid overloading the servers and guarantee the financial sustainability of the institution.

“We formed a committee, which will discuss the possibility of reducing or contributing, whichever is better to meet this temporary need of the institution. We recognize the role of Cassems, which delivers a reference health plan in Brazil. We are not going to use this debate as a political platform and a social network. Our role is to handle this matter with responsibility and respect. I am sure that good results will come from this intermediation of the State Parliament”, reinforced the president of the House of Laws.

With the commission acting as a mediator, the expectation is that the discussions will advance and result in solutions that protect the servers and guarantee the continuity of the health services provided by Cassems. One of the suggestions made to ensure the increase in collection without burdening the server, would be to match the employer contribution paid by the Government of Mato Grosso do Sul, which currently collects 5.25%, to that of employees, who pay 6%.
